Julia Richman appointed as OIT Chief Strategy Officer

DENVER — The Colorado Governor’s Office of Information Technology (OIT) is pleased to announce the appointment of Julia Richman as Chief Strategy Officer. Richman joins the State of Colorado from the City of Boulder where she most recently served as Chief Innovation and Technology Officer, leading technology strategy, operations, and citywide innovation.

“Julia Richman’s wide range of experience from the public and private sectors will be instrumental in developing and evolving a strategic framework that delivers customer delight,” said OIT Chief Information Officer and Executive Director Theresa Szczurek, Ph.D.

As OIT’s Chief Strategy Officer, Richman will bring strategy, product management, business architecture, and communications together for enhanced stakeholder alignment. She will be responsible for ensuring that technology initiatives are strategically aligned with customer demands, refining OIT’s product and service offerings, and showcasing their value to a wide range of stakeholders.

“I’m ecstatic to be joining the OIT team and supporting the Governor’s goals of being a digitally advanced state,” explained Richman, “I relish this opportunity to serve all Coloradans through the continuous improvement and expansion of online, accessible services.”

Richman began working at the City of Boulder in 2017 as the Chief Innovation and Analytics Officer, during which time she developed the City’s vision to enable high performance government, data-driven decision making, and a culture of innovation to solve the most pressing community challenges. Prior to working for Boulder, Richman spent a decade at Deloitte Consulting leading projects that advanced service and business operations strategies for public sector clients. She worked with over 30 states, universities, non-profits, and the federal government on large scale, enterprise-wide transformation efforts including restructuring, cost reduction, business processes improvement, operations improvement, enterprise governance, portfolio management, innovation, and organizational design.

Richman graduated with a bachelor of art’s degree from Dartmouth College with a double major in Government and English modified with Art History. She earned a master’s degree in public policy analysis from Harris School of Public Policy at the University of Chicago.
