The Central Finance unit consists of 3 teams: the Budget Office; Financial Operations; and Accounting. The unit is responsible for the planning, coordination, supervision and evaluation of the financial operations of the Governor's Office of Information Technology. This includes providing financial management planning for OIT and the Executive Leadership Team. Central Finance is responsible for a multitude of critical functions including designing, implementing and maintaining the centralization of the information technology budget process for the entire Executive Branch of Colorado State Government, as well as accounting, billing, payroll, timekeeping, and benefits administration for OIT staff.
The Unit also works closely with OIT staff, department budget officers, controllers and program staff, the Office of State Planning and Budgeting (OSPB) and the Joint Budget Committee (JBC) to support, negotiate, present, justify, and defend consolidation initiatives, statewide common policies, rates, and IT budget requests. Several competing priorities must be balanced: the needs of OIT's functional teams and programs, the needs of our customers, the overall statewide budgetary environment, and the service delivery concerns of Coloradans. These competing interests increase the complexity of the analysis to be performed by this Unit. This Unit is also responsible for implementing and managing billing functions for ~$125 million worth of services while maintaining multiple internal service funds in compliance with federal governmental accounting rules and standards. This responsibility is significant given OIT’s statutory charge to provide financial oversight to technology activities in all Executive Branch agencies.
